Named Beaumaris Town and Beaumaris Estate (after the pastoral run in the area and ultimately after Beaumaris in Wales), the lots comprising them were marketed by Mr Holloway's suggesting that the railway was imminent and a canal would be built. The township developed slowly, a Post Office opened on 1 March 1868, but was replaced next month by Gipsy Village office (now Sandringham) In 1862 Beaumaris was one of the early settler communities within the boundaries of the Moorabbin District Roads Board , the region’s first local government authority. This glass door insert is one of a pair previously inserted into the entrance doors to the Shire of Diamond Valley offices in Greensborough. The Shire of Diamond Valley was a Local Government Area located about 20 kilometres northeast of Melbourne. The shire covered an area of 74.38 square kilometres and existed from 30/09/1964 until 1994. After the local government mergers of 1994, the Shire of Diamond Valley offices were used by the Nillumbik Council.This etched glass is a reminder of the Shire of Diamond Valley. As a large piece of glass it is fragile and could have easily been lost or broken when the Diamond Valley offices changed ownership.Clear glass door insert. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a galvanised measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artifact was made around the first quarter of the 20th century and gives us today a snapshot of how imperial weights and measures were used before decimalisation and how a standard of measurement for merchants was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artifacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct. This receipt was issued to R. C. Morgan of Orbost. on May 17, 1956. It was for rent of reserve for six shillings. It was issued by the Orbost Shire Council. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This item is representative of a time when Orbost had its own Shire Council. A widow - faced envelope with a green threepence stamp top right corner. At the top is "Shire of Orbost". The Shire of Tambo was a local government area about 320 kilometres east of Melbourne. The shire covered an area of 3,506.86 square kilometres and existed from 1882 until 1994. Tambo was first incorporated as a shire on 6 January 1882, splitting away from the Shire of Bairnsdale. On 30 May 1892 it lost three-quarters of its land area when the Shire of Orbost was incorporated. A small amount was re-annexed as Cunninghame Riding on 3 January 1913. On 2 December 1994, the Shire was abolished, and merged with the City and Shire of Bairnsdale, Shire of Orbost, most of the Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. This photograph was taken before 1969 outside the previous council offices in Orbost. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. Mrs. Valerie (Val) Mason (1927-2019) was a local sheep farmer, business-woman, Beechworth shire councillor, and mother to five children. With her husband, Charles, Mrs. Mason developed and managed the Big Valley farm estate, at Everton, which is now part of a vineyard and farm stay. Mrs. Mason was instrumental in introducing a 'paddock to plate' philosophy and business model, opening a butcher shop on the farm in 1973. Concerned with improving infrastructure and developing economic opportunities in the region, Mrs. Mason successfully stood as a local council representative for South Riding in the United Shire of Beechworth, and later become the first woman Shire President in 1979. Mrs Mason was a member of the local Business and Professional Women's Club for 37 years. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: 'Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke.Mrs. Mason's story is historically significant for understanding economic and social changes in the Beechworth region during the latter half of the twentieth century. As a council representative, issues such as road and infrastructure modernisation and the transition from traditional government employment sectors, like Beechworth's care institutions, were challenges for local government. As a farmer and local employer, Mrs. Mason's story is testimony to the region's economic diversification as businesses like Big Valley farm shop helped shape the region's contemporary character. Mrs. Mason was among the first women to broach the traditionally all-male Beechworth Council Chambers and her story is socially significant for understanding the changing role of women in rural and regional Australia. This oral history recording offers interpretive capacity for social history themes and may be compared with other oral histories in the Burke Museum's collection. This oral history account is socially and historically significant as it is a part of a broader collection of interviews conducted by Jennifer Williams which were published in the book 'Listen to what they say: voices of twentieth-century Beechworth.' While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town's residents during the 20th century, many of which will have now been lost if they had not been preserved.This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. ... of Beechworth Shire Council. The only local government entity remaining ...This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. This is an Alphabetical Register of the streets in Warrnambool as listed by Warrnambool City Council officers. It appears to have been a working register used in the 1950s, 60s and 70s and information has been added to the entries as it became available and as Council works were carried out in these streets. It contains information on the locality, wards, allotment numbers, lodged plan numbers, footpaths and printed information from the Victorian Local Government Departments. It sometimes gives the origin of the name of the street and some other miscellaneous information is included. It is presumed that the information contained therein has now been stored electronically. This is a most important ledger as it contains much valuable historical information on Warrnambool streets. It will be of great use to researchers. This is a loose leaf binder with a black leather cover and a black metal and cord binding mechanism. The pages are unnumbered but there is provision for insertion or removal of pages and there are leather alphabetical tabs protruding from the pages. The pages have blue ruled lines with blue lined margins and headings. The streets in Warrnambool are listed alphabetically and the information in the register contains both typed and handwritten material. There are also printed notices from the Victorian Local Government department, extracts from newspapers, copies of letters and plans of street subdivisions. This is a Victorian Municipal Directory for 1945, containing general information on all municipalities in Victoria, a Gazeteer, a Commonwealth Guide and a Water Supply Record. Municipal Directories were published annually in Victoria from 1867 on. This directory came from the Shire of Mortlake which was established in 1864 when it had an area of 2137 square kilometres. The Shire of Mortlake was abolished in 1994 and merged with other neighbouring shires to form the present day Shire of Moyne. This book is very useful to researchers as it contains much information on the City, Borough and Shire structures, the Council employees and Government employees of all the municipalities. It has, therefore, important local information on Warrnambool and the surrounding areas in 1945. This is a soft cover book of 1114 pages. It has a buff- coloured cover with red binding on the spine. The printed material on the covers is printed in black. It has a blue stamp of the Shire of Mortlake on several pages. Booklet, Air Raid Precautions, 1941
This booklet was published on the recommendation of the Commonwealth government as part of a plan to offer protection to the people in the event of air strikes. Local councils and individuals were called to help to protect themselves in taking precautions,. The booklet itself sets out action to be taken in the event of an air raid happening, lighting restrictions fire prevention, refuge rooms and garden shelters and risks from air raids. It contains the relevant siren signals which denote different types of events and explains in detail various aspects of preparing for possible attack. There was discussion about issues such as evacuation of children should such an event occur with the focus primarily on the larger centres such as Geelong and Melbourne. From 1942 the number of air attacks increased mainly from Japan on the northern and western parts of Australia including over 60 on Darwin. Attacks continued into 1943 and it wasn’t until later in that year that the Prime Minister, John Curtin announced that the threat of invasion had passed.While the link to Warrnambool’s history is tenuous, it was a government publication to all persons in the state of Victoria in 1941.This item relates to a significant period in Australia’s history. All Australians were affected by the war. It has historical and scientific or research interest as it gives a number of diagrams and possible plans and the effectiveness of same. The Shire of Eltham office building was demolished and the site has remained vacant ever since. The three pine trees which featured in front of Shillinglaw Cottage and then the Shire of Eltham Offices remain standing on the vacant site as of 2017. Robert Marshall grew up on a small farm in Panton Hills in the 1950s and became an architect, designing in an Australian style, sometimes working with Alistair Knox. Marshall first stood for local council in 1974, having to overcome a childhood stutter by relaxation techniques. He was active in the formation of Nillumbik shire; after 20 years as councillor, he was elected president for 1978 and 1979. In February 1997, his adopted son Stewart Anthony Marshall died as the result of a drug mix-up. He lived in St Andrews and his business was in Hurstbridge. Country Fire Brigade Hat, Commonwealth Government Clothing Factory, Mid 20th century
This hat was part of the uniform of the Country Fire Brigade. The organization now known as the Country Fire Authority was established in 1945 as a volunteer and community-based organization providing fire fighting and emergency services in regional and rural areas in Victoria. Today the organization includes career fire-fighters and funding is partly provided by a levy included in local Council rates. The owner of this hat is not known. This hat is of minor interest and is retained for display purposesThis is a hat with a circular flat crown made of black felt with 4 eyelets. Around the edge of the crown is a brown leather band with a fabric bow fastening and a black cloth ribbon with a red corded edging. In the centre is a brass badge with letters on it. The peak is made of patent leather with a black leather band on the upper edge with metal buttons. The inside of the peak is made of green leather. Inside the hat is a plastic covering with a leather band. There is a cloth label with yellow printing. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district.
